If it is a system size change, the letter needs to list what the new system size is.
i.e. System changed to 27 modules, 9.500 kW
Listing a module change with just the new panel name will not alert the AHJ that they need to change the permit description.
It is important that the description on the permit always match the plans in order for inspection to pass.
