HLPD does not provide for net metering of distributed generation. Pricing for energy delivered to HLPD from the DG system will be at HLPD’s Power Adjustment Charge (PAC), as it is set from time to time.
For any billing period that HLPD calculates an amount owed to a DG customer a credit will be posted to customer’s account. HLPD will carry forward, from billing period to billing period, any remaining credit balance. Balances exceeding $250 will be processed for payment on an annual basis in March each year for customers in good standing upon request. Balances under $250 in March shall continue to carry forward on the customer’s account.
Excess production from the PV system will be purchased by HLPD from the PV system owner at the Power Adjustment Charge - Note: HLPD does NOT provide NET METERING. The maximum amount of energy HLPD will purchase from any one customer in a calendar year is 30,000 kWh in accordance with the HLPD Distributed Generation Policy.

- System Maximum capacity: 25 kW DC (limit applies per customer and/or per location); for example, customers who own multiple properties will be limited to a total of 25 kW DC as the sum of all PV systems on all properties; the maximum size on any one property shall be 25 kW DC.
- The HLPD annual limit for generated power is 25,000 kWh/year plus a 20% margin per customer (30,000 kWh)

Metering & disconnect
- Production Meter Required
- Situational
- Production Meter Criteria
- Production meter required for all projects
- Must be a Locus production meter
- Mount the meter socket between the PV system and the electrical panel.
- Run the AC lines from the combined inverter output to the top of the meter socket (line side.)
- Wire the bottom of the meter socket (load side) to a dedicated PV breaker on the electrical panel.
- Ground the meter socket to the ground in the main panel
Note to branch: Please upload the Locus Meter Account and Connection Form and invoice for the Locus meter to the project. Interconnection cannot submit for PTO without it. Copies of the Locus Meter Account and Connection Form and utility-specific COC can be found in the database files section.
- AC Disconnect Required
- Yes
- AC Disconnect Labeling
- Visible Lockable Labeled Disconnect
- Allowed Meter Adapter
- None
Plans & docs
- Site Plan Reqs
- The Utility Interface AC Disconnect Switch shall be knife blade type, lockable, and installed adjacent to the HLPD meter
- The AC disconnect must remain accessible to HLPD for emergency use
- Fixed and manual-tilt installations should have an azimuth range (direction the solar panels are facing) between 90° and 270°
- Installations should limit the amount of shade cast on the panels. To be eligible for the rebate, the installer must demonstrate that any shade on the panels reduces the annual output of each solar array by no more than 20% when compared to a similar installation with no shade at all. HLPD requires that a shading analysis written report be provided from the installer. For shading analysis purposes all sections of proposed array must be included.
- Installations must include a Locus meter
- SLD Reqs
Relay Meter Orientation = Over/Under

- The Utility Interface AC Disconnect Switch shall be knife blade type, lockable, and installed adjacent to the HLPD meter.
Locus Meter Installation
- Mount the meter socket between the PV system and the electrical panel.
- Run the AC lines from the combined inverter output to the top of the meter socket (line side.)
- Wire the bottom of the meter socket (load side) to a dedicated PV breaker on the electrical panel.
- Ground the meter socket to the ground in the main panel
- Attach the meter socket, ensuring there are no gaps between the base and the meter socket. The meter should be flush against the meter socket.
Note to branch: Please upload the Locus Meter Account and Connection Form and invoice for the Locus meter to the project. Interconnection cannot submit for PTO without it. Copies of the Locus Meter Account and Connection Form and utility-specific COC can be found in the database files section.
- Placards
- The AC disconnect must be labeled with a phenolic nameplate, white letters on a red background, approximately 3” x 5” and shall read similar to Solar Power System HLPD Interface AC Disconnect Switch
