Like most utilities in Minnesota, the customer will have the option to select what their post solar billing is going to be. (NEM Monthly/Annual or Export Rate). They'll select this when the utility sends them the Uniform Contract (or Interconnection Agreement).
NEM Annual: excess kWh (in kWh) will rollover to the next month. At the end of the year (12/31) excess kWh will expire
NEM Monthly - excess kWh will be credited monetarily at the end of the billing period at average retail cost
Export Rate: $0.04 - $0.06 (depending on the season)
