Net Excess Generation Notes

Effective 05/01/2023

Renewable Energy Buy Back (REBB) 10 kW AC or Less

  • Allows for home or business to utilize energy generated by solar equipment first and exports excess to PWC’s electric grid
  • Customer receives monthly bill credit for all exported energy ($0.06348 per kWh)
  • Excess production does not carry forward to the next month’s bill

Buy All Sell All (BASA) 10.01 kW AC to 20 kW AC

  • Customer receives credit for all energy generated at BASA customer credit rate ($0.0623 per kWh)
  • Excess production that cannot be credited during the billing period does carry over and will be applied to future month’s energy charges

Plans & docs

Site Plan Reqs
  • Disconnect must be installed immediately adjacent to the meter for the PV system
  • Disconnect must be accessible to the utility at all times

Note regarding battery projects:

  • PV systems with storage are prohibited from injecting stored energy into PWC's electric grid.
  • Integrated energy storage must be configured to prohibit the export of power. Systems found injecting stored energy will be disconnected without notice and will remain disconnected until it can be demonstrated that the energy storage has been reconfigured to restrict the flow of power to the grid
SLD Reqs

Requirements:

  • Phases, neutral and ground
  • Equipment
  • Fusing
  • Points of connection
  • Disconnects - DC and AC
  • Array wiring
  • Equipment grounding
  • Meter base labeling
  • Physical arrangement of metering and disconnect distance in feet between the isolation switch (PV A/C disconnect) and customer meter. The disconnect must be lockable, heavy duty, fused, and sized per the NEC.
Install Reqs

Completed photos of the equipment (BOS), taken when placards are installed

Placards
  • Disconnect must be labeled in accordance with NEC 705.10
  • A permanent warning label must be placed in a conspicuous place in close proximity to the electric meter or on the meter base to notify Utility personnel that there is a generator installed on the load side of the meter.
  • A warning label must be placed on the Isolation Device

Compiled from public records, 2026. Tariffs and interconnection rules change; verify with Fayetteville Public Works Commission before you rely on this. The useful move: if an installer says you need a main panel upgrade, ask how these tap and interconnection policies were considered first.
