Net Excess Generation Notes
  • During a monthly billing period, when the Customer-Generator supplies to the Company more energy than the Company supplies to the Customer-Generator (Excess Generation), the Customer will be billed the appropriate monthly charges (including Basic, Demand, Facilities and Reactive Demand charges as applicable) and will be credited for the net Excess Generation on the next monthly bill.
  • In accordance with OAR , at the end of the last monthly billing period of the Customer-Generator's annual billing cycle, any excess kWh credits accumulated will be transferred to the Company’s Low Income Assistance Program at the average annual Schedule 201 Avoided Cost rate. The Customer’s excess kWh credits will then be set to zero for the beginning of the subsequent annual billing cycle. The annual billing cycle begins with the Customer-Generator’s regularly scheduled April billing period (which typically begins in March) and ends with completion of the March billing period of the following year unless a different annual billing cycle is mutually agreed to by the Customer-Generator and Company, and said agreement is provided to the Commission within 30 days.

Transformer Upgrades

  • Transformer upgrades may be required; installer and customer will be notified along with the cost at application approval
  • Upgrades typically take 10-12 weeks from payment
  • No additional applications are needed
  • If a customer declines the upgrade and does not downsize, the application may be cancelled
  • If the customer chooses to downsize, the utility only needs an updated SLD and Site Plan for the new system

Solar Incentives

To qualify for all solar incentives, the Total Solar Resource Fraction (TSRF) must meet:

  • 75% or higher from an on-site assessment (Solmetric or similar)
  • 80% or higher from a remote assessment (Aurora or similar)

Site Plan Reqs
  • Label the Utility Meter (UM) even if part of an all-in-one MSP
  • No fence or structure can block the AC Disconnect and meter unless approved by PGE
  • AC disconnect must be within 10 feet of the utility meter
  • Label all disconnects as “AC Disconnect” (PV or ESS Disconnect not allowed)
SLD Reqs

All Projects

  • Interconnections must be in the MSP; UM base interconnections allowed only with a 320A meter base
  • Voltage drop must be ≤2% per Energy Trust of Oregon (ETO); include calculations with the SLD
  • Include surge-protective devices (SPD) per 2020 NEC Section 230.67; Type 1 or Type 2 SPDs must be shown at the appropriate location
  • If an existing transfer switch is on the ELD, provide spec sheets with plans
  • The inverter model number needs to be listed on the ELD.
  • For SolarEdge Inverter Projects, Remove the Part Number from the Inverter on the ELD.

Battery

  • Add battery model number to ELD (e.g., Tesla Powerwall 2 is not enough; add model #: 3012170-05-A)
  • Gateway 2 is not acceptable as a disconnect for the battery
  • For systems with AC output >7.2 kW, provide an AC disconnect between the battery and meter that isolates the entire system

Inverter Pairing Reminder

  • Always ensure inverters are correctly paired before submitting an interconnection request
  • Meter exchange includes a 5-minute delay test on the inverter
  • If inverters are not paired correctly, the site visit may be rejected, causing delays for customers and interconnection
Placards
  • Phenolic signs must identify all AC disconnects and their quantity, and indicate that both must be shut down to fully isolate the PV system (unless one disconnect shuts down the entire system)
