Net Excess Generation Notes

Surplus energy produced by the Customers generation system shall be measured by separate meter or register and shall be purchased by the City at the Distributed Generation Buy Back Rate defined within the City's Ordinances and applicable fee schedule. The City shall apply the total value of energy purchases by the City as a credit against the Customer's monthly service charges. In the event the credit to Customer exceeds the total due to the City for electric service, the energy purchases by the City shall be applied as a Credit to the next monthly billing cycle.

Recommended system size is below 20 kW AC

Project may be flagged as oversize or additional engineering study may be required if one of the following is NOT true:

  • Proposed distributed generation equipment is pre-certified. Generation equipment that is less than 20 kW AC shall be considered pre-certified if a UL1741 listed inverter that also meets IEEE 1547 specifications is used as well as UL 1703 listed photovoltaic (PV) modules.
  • Proposed distributed generation system does not expect to export more than 15 percent of total load on the feeder.
  • Proposed distributed generation system does not contribute more than 25 percent of the maximum possible short circuit current of the feeder.

Compiled from public records, 2026. Tariffs and interconnection rules change; verify with City of Hearne before you rely on this. The useful move: if an installer says you need a main panel upgrade, ask how these tap and interconnection policies were considered first.
