If permitted by the Cooperative’s power supplier, and at the Cooperative’s sole discretion, a Distributed Generation facility having a design capacity of 25 kW or less that is fueled by a renewable resource may be net metered by one of the following methods:

(1) Installing a single meter which runs forward and backward or

(2) Installing a single meter which has two registers, each measuring the flow of energy in a single direction and netting the energy consumption between the two registers to determine the net monthly flow of energy, or

(3) Installing two meters, each measuring the flow of energy in a single direction and netting the energy consumption between the two meters to determine the net monthly flow of energy

Net Metering is defined as measuring the difference between the electricity supplied by the Cooperative and the electricity generated by the Members facility and fed back to the electric grid over the operable time period.

Systems <25 kW : When the energy supplied by the Member exceeds the energy supplied by the Cooperative during a billing period, the monthly charge and/or minimum bill of the retail rate schedule shall be billed by the Cooperative in addition to the monthly metering charge, and the excess energy shall be provided at no charge to the Cooperative.

Systems > 25kW : If the Member’s generation is a QF, the Cooperative shall purchase power from the Member at the avoided wholesale energy cost of the Cooperative’s power supplier, or such other rate as mutually agreed upon by the QF-Member and the Cooperative and, if requested by the Cooperative, the Cooperative’s power supplier.

Disconnect be visible and within 10 feet of the meter.

Line side tap conductors must end in a breaker or fuses not in mlo lugs in the panel.

Install Reqs

A Member may serve all load behind the meter at the location serving the Distributed Generation facility but will not be allowed to serve multiple meters, multiple consuming facilities or multiple Members with a single Distributed Generation facility or under a single Distributed Generation application.

Compiled from public records, 2026. Tariffs and interconnection rules change; verify with Upshur Rural Electric Cooperative before you rely on this. The useful move: if an installer says you need a main panel upgrade, ask how these tap and interconnection policies were considered first.
