Blended Residential Rate: $0.15166 per kWh

"Excess Generation and the Blended Residential Rate:

For net metering systems whose completed application was filed on or after January 1, 2017 the blended residential rate, as provided for in section 5.127(A) of rule 5.100, as ordered by the Vermont Public Utility Commission on November 12, 2020, is applicable to excess generation kWh, and is set forth below:

The Blended Residential Rate: $0.15103 per kWh


The blended residential rate is the rate multiplied by excess generation kWh and applied as an additional credit on the customer’s bill. For net metering systems directly interconnected to the electric system through a separate meter whose primary purpose is to measure the energy generated by the system, the Blended Residential Rate is applicable to all generated kWh.


For projects whose completed application was filed on or after February 2, 2021, the applicable REC adjustor is set forth below.

Positive REC Adjustor (+$0.00 per kWh):

A positive REC adjustor is applicable to projects that have elected to transfer all RECs to the utility and is zero (0) cents per kWh to be multiplied by all kWh from the production meter and applied as an additional credit on the customer’s bill for the first ten years from the date the system is commissioned.


Negative REC Adjustor (-$0.04 per kWh):

A negative REC adjustor is applicable to projects that have elected to retain ownership of all RECs and is four (4) cents per kWh rate to be multiplied by all kWh from the production meter and applied as an additional charge on the customer’s bill, in perpetuity.


Positive Siting Adjustor: A positive siting adjustor is the $ per kWh rate to be multiplied by all kWh from the production meter and applied as an additional credit on the customer’s bill for the first ten years from the date the

system is commissioned.

Negative Siting Adjustor: A negative Siting adjustor is the $ per kWh rate to be multiplied by all kWh from the production meter and applied as an additional charge on the customer’s bill, in perpetuity.

Siting Adjustor Categories

ï‚  Category I - a net-metering system that has a capacity of 15 kW or less

ï‚  Category II - a net-metering system that has a capacity greater than 15 kW and less than or equal to 150 kW, and is sited on a preferred site as defined in rule 5.100


For projects whose completed application was filed on or after September 1,

2021, the applicable Siting Adjustor is set forth below:

ï‚  Category I = (-$.01 per kWh) / negative 1 cent per kWh;

Site Plan Reqs

A site plan is a construction drawing. All systems must provide a site plan or plans of the project containing the

following information:

a. The scale in feet and a representative fraction. The plan must be drawn to scale.

b. A compass orientation, legend, title and date.

c. An inset showing the location of the system within the Town.

d. Proposed facility location and any project features, including all described below. Indicate whether features

already existing or are proposed, (such as electric poles, access drives, etc.).

e. Property boundaries and setback distances from those boundaries to the corner of the nearest project related structure, Distances to any nearby residences, and dimensions of all proposed improvements.

f. The project limits of disturbance and the total acreage of any disturbed area, including any necessary and

associated distribution upgrades.

f. Proposed utilities, including the distance from source of power, sizes of service available and required, and

locations of any proposed utility or communication lines. Indicate whether utility lines are overhead or

underground.

g. A description of any areas where vegetation is to be cleared, altered, or mowed/managed during

construction or on an on-going basis during the operation of the facility.

h. A description of any proposed direct or indirect alterations to or impacts on wetlands or other natural

resources protected under 30 V.S.A. § 248(b)(5).

i. Detailed plans for any drainage of surface and/or sub-surface water and plans to control erosion and

sedimentation both during construction and as a permanent measure.

j. Locations and specific descriptions of proposed screening, landscaping, groundcover, fencing, exterior

lighting, and signs.

k. Plans of any proposed access driveway, roadway, or parking area at the project site, including grading,

drainage, and traveled width, as well as a cross-section of the access drive indicating the width, depth of

gravel, paving, or surface materials.

l. The latitude and longitude coordinates for the center of the proposed project.

m. The presence and total acreage of primary agricultural soils as defined in 10 V.S.A. § 6001 on each tract to

be physically disturbed in connection with the construction and operation of the net-metering system, the

amount of those soils to be disturbed, and any other proposed impacts to those soils.

n. The approved site plan from any Act 250 Land Use Permit applicable to the host parcel.

o. If not a preferred site, a description of the current site use. If in agricultural use, describe whether site is

pasture, hay crop, row crops, etc.

Provide copies of One-Line Diagrams showing the generation facility equipment; this is required for all projects. Projects over 150 KW in size require the One-Line Diagrams to be signed and stamped by a licensed Electrical Engineer (PE).
